I hate to say this, dude, but I'd spring for the advertising/ sponsorship angle. Ya need to ensure you're not going to be up another creek.
What are typical rates these days -- maybe a penny/10 hits? And you're "down" to 50,000 hits a month? That's $500/month.
Another method would be to get an Amazon Honor System account, and use that as the referrer page to your download page. That way people have to pay at least one single dollar to view it. Sucks, but so does a $16K bill.
