Wicked? I think you are inferring your own agenda on this:

Sounds to me that, if they are honestly "addressing ways to best meet the needs of the Iraqi people" as they say, then they are quite the opposite of wicked. The State Department didn't shoot any Iraqis. Oh, I suppose it would be better if the Iraqis just didn't get their only source of income back up and running? Just so long as Bush and his wicked cronies don't get to help them do it.
