I don't see what's so mysterious about it. Some small town city council had a crappy little 20 foot strip of land flanked by a highway and some nasty looking drainage creek that they otherwise couldn't use for anything, and somebody had the bright idea that if they stuck a park bench and a plaque there they could call it a park.
