OK, I've seen Miss Cleo a couple of times, but the guy that really creeps me out is that guy with the chia-esque wig! Anyone else seen that guy?
Also, I watch soccer pretty much at every available opportunity, so I sometimes run across this alarmingly vivid individual on spanish TV who makes liberace look like a conservative dresser. He's very into the candelabras and makeup. I don't speak Spanish so maybe it's not a psychic infomercial. Maybe the guy's a roofer.

Kafkaesque, the individual you're thinking of is Walter Mercado. His name may be as recognizable as that of Che Guevara throughout much of Latin America and among hispanics in the US. Whoa, did I just walk into a CSICOP convention? If you've read any of the text on the television ads you'll see its for entertainment purposes. I really wouldn't want some litigation coming down on Pen & Teller because Teller didn't *really* eat that razor. Fraudulent!
The "credibility" of Cleo or any performer is besides the point, the whole article is about billing fraud and privacy not whether someone can read your future over the phone. Here are some class actions lawsuits filed in Florida, Manhattan.
There was a MeFi thread about one that was filed in Misourri, but I wasn't able to find it. They had apparently falsely billed a lot of people, including some deceased folks.
