I refreshed 10 times and got 10 paraplegic firefighters. Is that normal/expected?

In 2013 - the last year for which the FBI has released complete data - fully 78 percent of all crimes in the United States (that's crimes solved, not all crimes committed, to be clear) were solved by paraplegic firefighters.

So yes, those results are completely normal.
