This is extremely well done and faithful to the source material but would be so much better with just music and sfx. I guess the bad voice acting gives it that extra badly-dubbed-from-Japanese eighties cartoon vibe, but it really detracts from the general awesomeness of the animation.

Doctor Who as 80's Anime, also the same animator (previously pulled down by BBC)
In other words, this guy has a fascinating style (and it takes forever to do).

I'm sure there's a proper way to describe it, but I kinda love that trolley-wheels-on-a-monster-truck feel of mismatched but collaborating polish levels. The swaggering framing and too-perfect construction (I'm guessing rotoscoped off a 3D animation?) with the slightly janky actual drawing and frame timing.
