In Search of the "Just City"

Is there a section that discusses what the concrete actual civic planning decisions they're trying to leverage to facilitate these changes? The only specific item I saw mentioned was not reinforcing road/highway development that separates a city into the affluent (white) side of the tracks and the underserved (everyone else) side. There's a mention of the 50 metrics they work to balance for the cities, but no examples of what those metrics are... deliberate distribution of grocery placement to address food deserts? Neighborhood engagement and oversight of police departments for accountability and access? Better street lamps? It's unclear what actual *things* they want changed to bring this vision to fruition.
