Well, it's labeled as such – and, to be honest, while I'm not one for single Onion video links either, they don't all seem to have threadcrashed, and I found this one to be a bit above the pack.

I remember that Max Headroom episode.

The best Onion News Network episode was the one about the Supreme Court and capital punishment. The bit with the transcript where every justice says "I am the law" is making me giggle right now.
