I think in Michael Bay's recent films his reliance on special effects and lack of attention to plot make it difficult for the viewer to construct a meaningful narrative that lets them enter the world of the movie.

But I'll probably pick up the soundtrack, if only for the War Pigs cover.

Your one question has a lot of answers. I think some of it is compression artifacts that are deliberately amplified, like at the start when the line-art pig has blocks around the lines. Look into glitch art if you want more stuff with a similar aesthetic.
