I remember reading about this guy in Wired.
Ten years ago, he was planning a cruise to and from the Moon. I don't know if anything came of that. The inflatable space pod plan was covered in Wired nearly three years ago.
It would be great if he could finish one of these things. But I find this quote inadvertently telling:

"A tourist industry in space is a natural outgrowth of such a bizarre city as Las Vegas."In other words, completely unnatural. As much as I'd love to see space become a real frontier, I suspect that in my lifetime, it will remain far, far too expensive.
